Pothole law gives New Yorkers a bumpy ride

New York's pothole laws allow drivers to sue the state for damage caused to their cars by unfilled holes -- except during the winter months, when such holes are most prevalent. Local trial lawyers say the loophole is a "blatant and draconian" example of lawmakers passing laws designed to plug budget holes rather than to ensure the repair of physical ones.
