Arkansas levees in poor shape, FEMA says

FEMA said that miles of levees along the St. Francis River in Craighead County, Ark., are in unacceptable condition. Homeowners in the area may need to purchase flood insurance if $4 million in repairs aren't made, FEMA said. The agency is modernizing its flood maps around the U.S.
