During tough economic times, consumers turn to the cheap luxury of candy, Steve Almond writes in The Wall Street Journal. That's happening now, and it happened during the Great Depression, when candy bars with names such as Chicken Dinner and Vegetable Sandwich were positioned as inexpensive substitutes for real meals.
