New Jersey funding of poor districts called into question

Critics say New Jersey's spending billions of dollars on 31 needy districts hasn't produced results, a sentiment that's prompted Gov. Jon Corzine to ask the state's Supreme Court for a funding freeze until an audit can occur. Discontent over rising property taxes led voters to reject 53% of proposed school budgets last month, the worst defeat for districts in more than a decade.
