How India fell in love with paperwork

When it comes to red tape, there's no place like India. Most government offices are piled high with towering mounds of mildewed files, the legacy of the legions of petty bureaucrats who recorded the inner workings of the British Raj. "Our culture is obsessed with writing on files, sending papers, making notes, petitioning people," says one Indian journalist.
