NYC mayor announces agreement on teacher raises, bonuses

New York City and its teachers' union have agreed to a nine-year contract that some say could become a template for collective bargaining going forward. The deal includes back pay worth about 8% of teachers' salaries, incremental raises through 2018 and bonus pay for top teachers. The deal will become official after it has been voted on by union members.
