Head of organization in charge of rebuilding World Trade Center site to resign

The man appointed by New York Gov. George E. Pataki to lead the massive rebuilding of the World Trade Center site says he is stepping down from the position after two years on the job. Kevin M. Rampe's resignation as president of the Lower Manhattan Development Corporation in order to take a job in the private sector comes at a time when the construction of the Freedom Tower is months behind schedule and new security concerns have arisen.
