Utah governor signs bill rejecting NCLB

Before a cheering crowd yesterday, Gov. Jon Huntsman Jr. signed House Bill 1001, which formalizes the state's protest of NCLB's accountability provisions. Unless the federal government grants Utah additional flexibility, state schools chief Patti Harrington says she will recommend at tomorrow's state school board meeting that Utah use a "dual system approach" favoring the Utah Performance Assessment System for Students over NCLB.
