A comprehensive climate treaty cannot be realized this year, as the December round of climate talks in Cancun, Mexico, will "not provide an answer that is good enough," said Yvo de Boer, the U.N.'s climate chief. He said an international climate treaty may be reached before the end of 2012, but it would not be a "definitive answer" to climate change. "A good outcome of Cancun will be an operational architecture on climate change. And then we can decide on a treaty," de Boer added.
