New York Senate advances bill to increase number of charters

New York's state Senate approved a bill that would increase the state's cap on charter schools from 200 to 460 and require charters to enroll more students with special needs and English-language learners. The bill is designed to help the state win federal Race to the Top funds. It is headed to the state Assembly for consideration, although it is not expected to pass in its current form.
