Budget constraints are top concern for federal CIOs

Faced with cost-cutting and sequestration, the officials in charge of information technology for the U.S. government are confronting the need to do more with less, and it's keeping them up at night. A poll of 41 CIOs, congressional staffers and IT decision makers found a general lack of resources available for technological innovation. The survey also found that budget constraints are forcing agencies to cut back on pay raises, making it harder for the government to retain skilled tech workers.
