Can the federal government learn to innovate?

Nine out of 10 government workers say they're eager to improve performance, writes Lara Shane, but barely a third believe they'll be thanked if they actually do so. That suggests agency chiefs need to do more to create a culture of innovation in which creative solutions are sought, recognized and rewarded.
