New York governor expected to back $7 billion tunnel plan

New York Gov. George Pataki is expected to support a proposal to build a tunnel under the East River to bring Long Island Rail Road trains into lower Manhattan. Pataki would call for a combination of federal and state funding for the project, sources say, which would be the first underwater tunnel built by the Metropolitan Transportation Authority in 15 years.
