Banks debate stress-test findings, prepare to raise capital:

Citigroup, Bank of America and other banks will attempt to convince government officials that they do not need to raise funds and that the stress-test findings are overly pessimistic, sources said. Meanwhile, Citi and BofA are making plans to raise fresh capital after they were found to need $10 billion or more.
