Airlines will avoid hefty fines by canceling flights

US Airways CEO Doug Parker says he expects more flights to be canceled pre-emptively this summer by the threat of bad weather in order to avoid fines, which could be quite substantial under a new DOT rule. "There absolutely will be cancellations that wouldn't have been canceled otherwise," Parker said.
