Michigan lawmakers grapple over construction funding bill

The Michigan Legislature is in disagreement over a capital outlay budget bill designed to pay for a wide array of building projects. The Senate approved the bill on Thursday, but the House turned the bill down, saying it didn't include approval for 39 projects such as a $175 million biology building at the University of Michigan.
