Ash cloud reappears as Europe debates airspace rules

Volcanic ash forced the closure of some airports in Scotland and Ireland for a second consecutive day on Wednesday as EU officials grappled with integrated airspace rules for all of Europe. "We need a single European regulator for a Single European Sky," Transportation Commissioner Siim Kallas said Tuesday. "This would not solve every problem, but it would mean a much faster coordinated response in a crisis."
