EU ministers accelerate talks on new aviation proposals

As the volcanic ash cloud from Iceland continues to wreak havoc on air travel in Europe, ministers there have agreed to accelerate their discussions on new aviation rules. The goal is to streamline the European Union's response to such emergencies. Ministers from Germany and France are demanding the establishment of binding rules to determine airspace closures. The ministers also are discussing extending aid to the airlines or deferring carriers' payments to air-traffic controllers, but neither of those proposals was warmly received, sources said.
