Records: Interior Department exempted sunken oil rig from analysis

The BP well operation that has been pouring oil into the Gulf of Mexico since its rig exploded was not subjected to a detailed environmental analysis because the U.S. Interior Department exempted it, documents show. The department's Minerals Management Service gave BP's Deepwater Horizon lease a "categorical exclusion" from the National Environmental Policy Act. The documents suggest neither the government nor BP seriously considered the likelihood of oil from a major spill reaching land.
