Banks need higher capital requirements, Fed governor says

Banks might need to hold more capital than they will be required to under new international regulation, Federal Reserve Governor Daniel Tarullo says. "The new Basel III leverage ratio ... may have been set too low," he said. The Fed, however, could exercise its influence to force large banks to maintain higher ratios, he added.
