Should there be standards for teaching students to use technology?

Educators in a Wisconsin school district say that technology changes so rapidly that there are few requirements in place for the use of and teaching with technology in the classroom. School librarians have taken a major role in helping teachers and students access and utilize technology. D.C. Everest Area School District and others in Wisconsin follow the National Education Technology Standards, which were set by the International Society of Technology in Education.
