The Clinton Library recently released hand-written notes about a 1998 meeting in which regulatory officials, including Treasury Secretary Robert Rubin and Federal Reserve Chairman Alan Greenspan, discussed regulating the derivatives market. The notes offer insight into the decision to not regulate swap contracts.
