Dirty air basin revamped with new regulations

Air quality regulators in one of the nation's dirtiest air basins plan to implement new standards by the end of 2005, including stricter rules for engines such as steam generators, commercial dryers and residential space heaters. The San Joaquin Valley Air Pollution Control District in California created standards last year, however the Environmental Protection Agency said the deadlines to implement the plans were missed.
