Federal court rules against Corps over Va. reservoir

Newport News, Va., has stopped work on a 1,500-acre reservoir after a federal district court judge ruled against the Army Corps of Engineers. The court revoked a permit for the proposed reservoir in rural King William County, which would have drowned more than 400 acres of wetlands to provide drinking water. U.S. District Court Judge Henry Kennedy Jr. ruled the permit didn't comply with the Clean Water Act and that the Corps acted "arbitrarily and capriciously" when determining the reservoir was the least-damaging alternative.
