GAO: Cox was barrier to SEC's enforcement division

Christopher Cox, former chairman of the U.S. Securities and Exchange Commission, hindered investigations and was seen by the agency's enforcement division as an obstacle to doing its job, congressional investigators said. "Some investigative attorneys came to see the commission as less of an ally in bringing enforcement actions and more of a barrier," the Government Accountability Office, the watchdog arm of Congress, said in a report.
