Despite ruling, fight continues over school control in Detroit

A Michigan appeals court Thursday overturned a ruling preventing Detroit Public Schools' emergency financial manager, Robert Bobb, from making decisions about academic programs, but school board officials said they will seek a new injunction. Bobb is proposing a five-year plan to boost the district's graduation rate through reforms and school closures.
