Opinion: Florida's state-run insurer hurts market

In a legitimate insurance market, consumers and insurance firms arrive at mutually beneficial contracts by choice, writes Joseph Bingham in a letter to the Wall Street Journal. However, in Florida, state-run Citizens Property Insurance offers underpriced contracts and exploits consumers, he writes. Bingham says Florida residents may face large tax increases if a major hurricane strikes the state.
