Senate passes mortgage-modification bill

The Senate passed a bill that gives mortgage servicers the ability to modify home loans for struggling homeowners without fear of retribution from investors who buy mortgage bonds. The legislation also overhauls the Hope for Homeowners program. The Senate tried to draft its bill so it could be easily reconciled with a bill already passed by the House.
