House OKs bill to give tax rebates for energy-efficiency improvements

Homeowners who invest in energy-efficiency improvements would receive tax rebates under a $6 billion measure approved by the House on Thursday. The "cash for caulkers" program, however, faces opposition from Republicans. President Barack Obama called the act "a common-sense bill" and said that it "will create jobs, save consumers money and strengthen our economy."
