Ohio city has trouble with high grass on area property

High grass at area houses is a growing problem in Mount Vernon, Ohio. Of 40 properties that have been singled out for overgrown grass, about 25% are in some level of foreclosure. City officials have trouble tracking down who is responsible for maintaining the properties, especially if an out-of-state bank is in control. Homeowners notified that they are in violation have five days to improve the landscaping before city employees mow the property.
