Mexico stalls on energy sector overhaul

Efforts to overhaul Mexico's state oil company and open the country's energy sector to private investment have stalled. The legislative measures are intended to increase the accountability, transparency and autonomy of Petróleos Mexicanos, or Pemex. The package includes proposals to expand private investment in refinery capacity. About 40% of Mexico's gasoline is imported because of a refining shortage.
