Measure associate hours by impact, not total billables

Attorney layoffs are often predicated on productivity figures, such as the venerable billable-hour tally. Partner input is vital to making better choices based on quality of work and not quantity of hours. More productive associates may turn in a lower number of hours while being more efficient and expert.
