Ohio governor expected to ban prone restraint because of girl's death

The death of a 17-year-old girl with special needs after she was restrained in the prone position has prompted Ohio officials to recommend the type of restraint used on the girl be banned in schools and institutions meant to aid people with disabilities, mental-health disorders or drug addictions. Ohio Gov. Ted Strickland is said to back the ban.
