Waxman faces Democratic resistance on cap-and-trade measure

Rep. Henry Waxman, D-Calif., chairman of the House Energy and Commerce Committee, is pushing hard to pass a landmark cap-and-trade bill by Memorial Day, but even some members of his own party are pushing back. Citing the need to focus on health care reform in June, Waxman wants to debate the environmental rules in full committee, without the usual markup from two subcommittees. That has angered some subcommittee members, adding to the built-in resistance Waxman faces after unseating long-time chairman Rep. John Dingell, D-Mich.
