Buffalo, N.Y.'s Metro Rail car-rebuilding program resumes after long delay

The Niagara Frontier Transportation Authority's effort to rebuild 27 Buffalo, N.Y., subway cars, which is expected to cost more than $40 million, may be back on track after a long delay. The company that originally contracted to rehab the Metro Rail cars declared bankruptcy, and production problems arose with the second company. The third contractor fell six months behind schedule, prompting one local official to propose calling in its $24 million performance bond.
