Fla. to include struggling students in graduation-rate calculations

New federal guidelines will change the way Florida schools calculate high-school graduation rates to ensure that all students -- even struggling students who are pulled out for adult education -- are included. The calculation method is set to take effect with the class of 2012 and could lead graduation rates to fall by as much as 20% in some districts. "We are not accounting for these kids at all," the state's education commissioner said. "We need to get down to real numbers."
