Sens. John Kerry, D-Mass., and Joseph Lieberman, I-Conn., will unveil their energy-and-climate bill on Wednesday without co-author Sen. Lindsey Graham, R-S.C., who has officially withdrawn his participation in the measure, saying the current political environment will make it "impossible" for the bill to pass. The duo said Friday that the massive oil spill in the Gulf of Mexico underlines the importance of the bill. Meanwhile, Graham said that the oil spill and the "uncertainty" over immigration reform should prompt a "pause" in the energy-and-climate effort.
