San Diego district works to redesign special education

Rising per-student fees, along with other factors, have led to the the exodus of many charter schools from the San Diego Unified School District's special-education program in recent years, causing the district to lose federal and state education funding. The district is redesigning the special-education program to resemble a similar initiative taking place in Los Angeles.
