Work on $2B Red River diversion project could start in 2013

A $2 billion plan to divert the Red River around Fargo, N.D., and Moorhead, Minn., could begin as early as 2013 if Congress approves the project. Work would include construction of a 36-mile-long bypass channel and a set of control structures.
