Guidelines: Schools cannot base enrollment on immigration status

School districts cannot deny enrollment to children who may be in the country illegally, according to recently revised federal guidelines. The guidelines specify the kinds of documentation districts can require for enrollment. "Sadly, too many schools and school districts are still denying rights," Education Secretary Arne Duncan said. "Our message is simple: Let all children living in your district enroll in school."
