Denver schools responsive to teachers in structuring new pay plan

If voters approve a property tax levy in November 2005, Denver will become the first major U.S. city to implement a performance-based pay plan for teachers, beginning in January 2006. School officials successfully sold the teachers union on the incentive plan after a four-year pilot project slowly earned members' support.
