Rising price casts shadow over future of Boston tunnel

A plan to build an underground bus tunnel under Boston's downtown will no longer qualify for matching federal funds unless Massachusetts can prove it has the money to pay for its share of the project. The 1.1-mile tunnel will now cost $2.1 billion to complete, up nearly $1 billion from original estimates in 1996. The Federal Transit Administration says the project is no longer feasible at the higher cost. However, state officials say they are not ready to cancel the project.
