About 100,000 New York state workers will be forced to take an unpaid day off each week under an emergency spending bill lawmakers expect to pass Monday. The move will save $30 million per week and comes after Gov. David Paterson said he would withhold a 4% raise from 130,000 state workers. To date, lawmakers have only agreed to $7 billion in cuts to close a $9.2 billion budget deficit for the year that started April 1.
