DOT proposes 3 winners in competition for Tokyo slots

Delta Air Lines, American Airlines and Hawaiian Airlines should win the coveted slots at Tokyo's close-in Haneda Airport, the Transportation Department said Friday. That left United Airlines and Continental Airlines without the slots they had requested, though regulators will hear appeals before issuing a final decision.
