Obama wants Congress to consider small-business lending proposal

The Obama administration wants to free $30 billion from rescue-plan funding to boost lending to small businesses by small- and medium-sized banks with assets under $10 billion. The proposal was sent to Congress and also includes a measure to increase small-business lending by states. The proposal was first floated during the State of the Union address in January.
