U.S. carriers' on-time rate was down slightly in March

The on-time arrival rate of the 16 biggest U.S. carriers was down slightly -- from 80% in March 2010 to 79.2% during the same period this year -- according to the Department of Transportation. But none of the carriers reported domestic tarmac delays exceeding three hours, indicating that the agency's implementation of fines on tarmac delays last year may be making an impact.
