Despite all the hype about the growing gourmet food truck trend, New York City's street food scene is still largely hot dog carts and ice cream vendors in many parts of the city. A plethora of often-conflicting regulations and erratic enforcement keep many would-be mobile eatery operators from innovating, said David Weber, president of the New York City Food Truck Association.
