Colorado college voucher bill becomes law

Colorado Gov. Bill Owens signed a voucher bill giving all in-state students a chance to receive $2,400 annually to attend public colleges and universities. The National Center for the Study of Privatization in Education, based at Columbia University's venerable Teachers College, said the program could prompt colleges to raise their tuition, squeezing out low-income students.
