New York asks developers, others, for vision on how to build Governors Island

New York City and state officials are turning to developers, universities and others to come up with a grand development vision for the newly available Governors Island in Lower Manhattan. Development on the island, which was turned over to New York State in 2003 for $1, has some strict conditions -- no permanent housing, casinos or destruction of certain historical buildings.
