Small businesses struggle with ADA compliance

The federal Americans with Disabilities Act turns 15 this year, and though it has literally broken down barriers for people with disabilities, many small businesses believe that the law's requirements are growing vaguer and more onerous. Most small-business owners say they want to comply, but as one management professor at Florida State University puts it, "It's really difficult for a small business to keep up with all the rules and regulations."
